What does the org.omg.CORBA.NO_PERMISSION mean?

I have two test systems with the same configuration. On first all is working correctly, on the seccond not.
The configuration is three instances of Websphere (DMGR, Master und Backup). After turn on the WebSphere Security I have following exception on the second system

What does it mean, and how I can resolve this problem. We are using the WebSphere 8.5.0.2.

I checked the answers on google but nothing found for WebSphere 8.5. Only for older versions. I tried to synchronize te nodes, but without changes.

My important question is, how can I authorize my app to perform bind or rebind?
