Unable to access server files via FTP after changing file permissions

One of the users in our server(Ubuntu 14.04) accidentally ran sudo chmod -R 755 /. Now file permissions for the entire server have changed and we are not able to access it via SSH and FTP.
Every time I try to connect via FTP I get the error Error: Server unexpectedly closed network connection

Our VPS hosting provider(Digital Ocean) allows access to the server via a virtual console(command line) so we are able to login to the server. We at least need to have FTP working so that we can backup our files.

Which files/folders permissions do I now change to at least get FTP/SFTP working?
