Relocate svn from one to another server

Following are the steps i am trying to load all my svn projects into /svn/repos. So the structure is like /svn/repos/trunk and /svn/repos/branch and any other folder if i wanted. But i was unable to do so. Firstly i was unable to create the second folder as i see the message

svnadmin: '/svn/repos' is a subdirectory of an existing repository rooted at '/svn'

so i ran

sudo svnadmin create /svn/repos

Now i created a folder trunk and then tried

user@c561:/svn/repos$ sudo svnadmin load trunk < /home/user/Downloads/backup/data/sample1.svn_dump

i see the following message

svnadmin: Can't open file 'trunk/format': No such file or directory

My dav_svn.conf looks like:

<Location /svn/repos>
   DAV svn
   SVNPath /svn/repos
   AuthType Basic
   AuthName "Subversion Repository"
   AuthUserFile /etc/apache2/dav_svn.passwd
   Require valid-user

Can anyone kindly help me with this i am quite new to svn.
