org.apache.http.conn.ConnectTimeoutException: Connect to .. timed out error

I’m trying to make GCM android app, when i get my regID succesfully BUT my device can’t register on the server

I use this code to difine my computer IP:

this IP doesn’t reachable from my mobile, BUT when I put it in my coumputer browser I reach, I take it from CMD–> ipconfig ipv4.
